Alan Preston a corrupt manager

Alan Preston was a manager in the company trusted by the owner , he only managed a one division then suddenly the staff was amazed and he was now managing all the department . Including the office supplies and all the equipment needed by the company he was the one procuring with the help of his staff. So the department head already canvass the supplies which they needed and knew the price of everything that they will buy  was cheaper and high in quality. But when the end user  received the items it was not the same quality and the price were too high from what they expected. Is it not corruption ?
